At a ceremony, organized by the Central Workers' Union (CUT), to celebrate the Workers' Day in São Paulo, President Dilma Rousseff announced this Sunday (May 1) that an adjustment of 9% will be made to the benefits granted to members of the Bolsa Família conditional cash transfer program. The increased benefit will already be granted in 2016. Rousseff also announced that at least 25,000 will be build for the Minha Casa, Minha Vida affordable housing program, and that the paternity leave will be extended from five to 20 days to federal employees.

In her speech, Roussef said the plan to adjust the benefit from Bolsa Família is not new. "It [The adjustment] had been forecast in the budget proposal we sent to the Congress in August 2015. This proposal was approved by Congress. Given the current situation, we are taking measures to raise revenue for this year and carry out all [projects] without compromising the tax scenario," said president.

She reiterated that she has not committed any crime when issuing spending decrees, one of the charges made in the petition that led to the impeachment proceedings. According to Roussef, during Fernando Henrique Cardoso's administration, 101 decrees such as these had been issued. "When he did it, he did not manipulate the public accounts. When I do it, I manipulate the public accounts. Two weights, two measures. They have no reason to accuse me, it's embarrassing," said the president.

Rousseff mentioned again Lower House Speaker Eduardo Cunha, with a case being considered at the Ethics Council of the Chamber of Deputies accused of lying about having undeclared banking accounts abroad. He also faces prosecution for involvement in corruption scheme.

"I have no [bank] account abroad, I have never used public funds for my own sake, I have not received bribes and I have never been accused of corruption. They had to invent a crime," she said.

The president reaffirmed that the impeachment proceedings, under deliberation in the Senate,  is a coup. "It's not a coup with guns, tanks on the street. It is not the same military coup that we had seen in the past. They tore up the constitution of the country. They are doing this because 15 months ago they lost direct elections," she stated. "I will resist and struggle to the end," she added.
