Supreme Court to use racial quotas to recruit for office

The Federal Supreme Court (STF) and the National Council of Justice (CNJ) will set aside 20% of their seats for black and mixed-race candidates in future recruitment exams. (In Brazil, candidates for public office and civil service other than those elected or politically appointed are recruited through competitive written and sometimes oral or hands-on examinations known as concursos públicos.) The quotas will apply to positions offering three or more openings and will be targeted towards candidates that identify themselves as black or mixed race in their application forms, based on the color/race criteria used by the IBGE, the national census bureau.
Chief STF Justice Ricardo Lewandowski says CNJ will meet soon to discuss extending the quota-based affirmative action policy to other recruitment examinations for public office across the Judiciary branch. “I think this is a model that should be extended to other courts. I'm confident that this House will be sensible enough as to acknowledge this serious problem of racial segregation, this racial divide that still persists in our country today,” he said.
