Lula's nomination as Chief of Staff suspended by judge

Federal Judge Itagiba Catta Preta Neta suspended, on a preliminary basis, the inauguration of former President Luiz Inácio Lula da Silva as Chief of Staff or “any other post which grants him priviliged forum.” The Attorney-General's Office declared they will file an appeal against the ruling.
The decision was announced while Lula was being sworn in by President Dilma Rousseff at the presidential palace Thursday morning (Mar. 17) in Brasília. In the ruling, the magistrate mentions that “the inauguration and exercise of Lula in the position may lead to an undue and undesired interruption in the work of the police, prosecutors, and even the Judiciary branch.”
In his view, moving Lula's jurisdiction from the Federal Court in Curitiba to the Supreme Court is Rousseff's “only, or main, motive” to nominate Lula for the government post.
Catta Preta maintains that the temporary suspension of the nomination will cause no damage to public management. “The Executive branch does not depend on the uninterrupted work of the chief of staff's for to operate well and regularly. The structure of this agency includes possibles substitutes who could perfectly well take up the high responsibilities of the post.”
