Hacker Walter Delgatti confirms breaching Judiciary's intranet
Hacker Walter Delgatti Netto testified Thursday (Aug. 17) before the Joint Parliamentary Commission of Inquiry investigating the pro-coup acts of January 8. He revealed that his invasion of the Brazilian Judiciary's internal system (intranet) was aimed at demoralizing this institution.
When asked by the rapporteur—Federal Representative Eliziane Gama—about his motive for infiltrating the judiciary's system, Delgatti explained that since Supreme Court Justice Alexandre de Moraes claimed it was invulnerable, his intention was to undermine the credibility of such system.
"To illustrate its vulnerability, how about this? Me breaking in, sending a message as if I were the justice, using his token (password-generating device), his signature, and an arrest warrant against himself. I even added at the end of the message: publish, summon, and make a hand gesture forming the letter L," he explained.
President Luiz Inácio Lula da Silva's supporters used this gesture during his campaign to express solidarity toward his candidacy. The fabricated arrest warrant was inserted into the system on January 5, a few days before the pro-coup acts took place in Brasília.
According to Delgatti, the text of the request for Minister Moraes' arrest was sent to him by Federal Representative Carla Zambelli, from Bolsonaro's Liberal Party. "She sent me a ready-made text, I corrected a few errors, refined it by rectifying some inaccuracies, and published the decision," he revealed. In addition to the arrest warrant, the hacker included a request to breach the magistrate's bank secrecy.
Renowned for infiltrating the mobile devices of federal prosecutors from the Car Wash operation, the hacker revealed that he managed to breach the internal network of the entire judicial system and maintained this access for a span of four months. "During this period, I had access to all the cases, acquired passwords of all justices and administrative personnel, effectively navigating the Brazilian Justice system's intranet," he recounted.
Furthermore, Delgatti disclosed he had entered the e-mail account of Justice Alexandre de Moraes, along with possessing knowledge of the magistrate's designated phone number for password recovery. Armed with this information, he attempted to bribe an employee of a telecommunications company with a sum of BRL 10,000 in a bid to acquire a replicated version of Moraes' cellular SIM card. This maneuver was motivated by the customary security protocol wherein confirming access to an e-mail from an unfamiliar device requires verification through a linked mobile phone, elucidated Delgatti.
"The employee refused to create a duplicate SIM card due to the prevailing circumstances, as Alexandre de Moraes was extensively covered in the media, issuing orders for numerous arrests, so he got scared," said Delgatti, adding that the bribe money had been promised to him by Zambelli.
Bolsonaro's request
On August 8, Delgatti was apprehended by the federal police on allegations of infiltrating the National Council of Justice's system, along with other courts, and orchestrating the issuance of an arrest warrant targeting Justice Alexandre de Moraes.
He asserted that his actions were carried out at the behest of Carla Zambelli. According to him, she purportedly conveyed that the intrusion into the judicial system had been instigated by a request originating from former president Jair Bolsonaro. "Congresswoman Zambelli instructed me to breach either the Justice system, the Superior Electoral Court, or carry out some form of intrusion that would spotlight the vulnerabilities within the Justice system," he stated.
The hacker explained that he engaged in illicit activity due to assurances from the federal representative regarding a job opportunity. However, when the promised employment did not materialize, Delgatti sought an upfront financial arrangement to meet his expenses. He revealed that he ultimately received a sum totaling BRL 40,000. In contrast, the member of Parliament refutes any allegations of impropriety and contends that she engaged his services to manage her social media account.
In a statement issued on Thursday afternoon (17), attorney Daniel Bialski, who is representing Zambelli, affirmed that he categorically “disputes and dismisses any accusation of illicit or unethical behavior on the part of the congresswoman.” He explicitly refutes the allegations and irregularities raised by Walter Delgatti.
